The 5060 Ti is a little bit faster than the 9060 XT 16GB. If the 5060 Ti is the same price or even a little bit more (within ~$40), it would be the better option.

Depends on your budget and local market, really. For a CPU upgrade, the 5700X3D makes the most sense with your motherboard. And for your GPU, probably something like an RTX 3070/3070 Ti or RX 6750 XT/6800. Only problem is those options are still fairly expensive on the used market right now.
